Collective Bargaining Rights

Through the Change to Win Coalition, SEIU, Local 73 and the Laborers’ International Union, ISEA, Local 2002 are working together to bring PSA(s) the best representation in the State of Illinois.  With a combined membership of 50,000 in Illinois and 2.5 million internationally, our two unions are in the best position to represent professional state employees.  Through our combined efforts, we are leading the fight to get PSA(s) the right to organize.  Together, the Laborers’ and SEIU are making PSA(s) the New Face of Labor.  Over the next few months, Laborers’ and SEIU staff will be contacting all PSAs (1,2,3,4, & 8) to talk about standing together and organize for collective bargaining rights.  All PSAs (1,2,3,4, & 8) are encouraged to come together and sign ISEA, Laborers’ Local 2002 and SEIU, Local 73’s “Authorization for Representation” card.  If you have not received one of our cards, please contact our office @ 1-800-448-5519.  For more information, please check out www.psa4change.org.

Files Merit Compensation Salary Grievance Appeal With Civil Service Commission

Recently, ISEA, Local 2002 filed an appeal with the Illinois Civil Service Commission regarding Central Management Services (“CMS”) denial of their member’s merit compensation salary grievance.

In November of 2005, ISEA, Local 2002 initiated the filing of grievances pertaining to merit compensation state employees not receiving an annual merit salary increase over the past few years.  Over 300 merit compensation salary grievances were filed and management denied them at each level of the process.  At the 4th level, CMS ruled that the grievances were untimely and the allegations were not a violation of the Rules.

ISEA, Local 2002 maintains that the State of Illinois has a policy and procedure for providing fair and reasonable compensation to employees, but these are not being followed as provided within the Pay Plan.  ISEA, Local 2002 argues that the principle objectives of the Merit Compensation System are being ignored.
